Identifiers are provided for users, processes acting on behalf of users, or devices (IA.L2-3.5.1). Preventing reuse of identifiers implies preventing the assignment of previously used individual, group, role, or device identifiers to different individuals, groups, roles, or devices.

In Rev. 3
Rev. 2 is what your contract requires today. A standing DoD class deviation keeps Rev. 2 in force; NIST has published Rev. 3, but it is not adopted for contracts. In Rev. 3 this requirement is reworded: 03.05.05 Identifier Management. It gains organization-defined parameters.
